Welcome and introduce the day - Margherita Coppolino & John Leha

-       Acknowledgement of Country; cultural appropriate welcome

Introduction of the Decriminalisation Campaign – Ken Moala

-       History – How did ILGA Oceania get here and why is decriminalisation important

o   Who is ILGA and What is ILGA Oceania?

o   What is the problem statement and intent of the campaign and the impact specifically to the Oceania Region?

o   What conversations have we had? i.e., mandate from previous conferences and symposiums

o   What support do we have? Funding from governments and staffing support from ILGA World

o   International reach and in partnership with the Caribbean region– What are the reality of the support we have to run this campaign?

o   Talk about the dual-role of various other impacts that impact the rainbow community in Oceania, inc. but not limited to colonisation, climate change,

 

Panel – Reflections of the past

-       Mix of experienced campaigners, advocates and legal professionals to talk about their experience of various campaigns

-       particularly of the major societal shift campaigns like, Homosexual Law Reform, Human Rights Act and Bill of Rights Act implementation, Civil Unions and Marriage Equality.

-       Questions the panel may wish to answer are as follows:

o   Introduce what you do have done for the community.

o   Can you describe the campaign you lead, the trials and tribulations as well as the successes?

o   What does it take to run a decriminalisation campaign?

o   What lessons can the pacific learn from other countries?

o   How do you mobilise the community and allies?

o   How do you change the hearts and minds of society?

o   How do you respectfully challenge the opposition?

o   What impact does the church have?

o   campaigns that impacted them as a leader?

o   How do we ensure that leaders aren’t isolated but protected in this campaign and into the future?

o   How did you persuade the politicians views? What supported the campaign to be successful to have a legislative change?

o   How do we support the vulnerability that inevitably people will have to face?

 

Where to from here?

-       After hearing from our experienced campaigners, advocates and legal professionals what practical steps can we do from here?

 

Workshops

-       There are plenty of practical questions and brainstorming we still need to do to support the campaign. Collectively answering the following questions will help develop a resource for in-country advocates and practitioners to support their campaigns with politicians.

-       Suggested workshop questions (depending on # of participants)

o   What do we need to do to coordinate and implement our project on Decriminalisation in the Pacific?

o   How do we Support the building of capacity of local, national groups, LGBTI-led CSOs and regional organisations to develop, lead and implement more strategic decriminalisation campaigns

o   How can we organise and deliver trainings for level on campaigning, policy, and advocacy work for national and regional  stakeholders

o   Identify and build strategic partnerships and alliances between stakeholders and movements – which key stakeholders do we need to have as partners in this campaign?

o   How do we coordinate engagement with in country policy and advocacy work including connecting global level advocacy efforts.

o   What does a grassroots organisation need to do?

o   What in-country support and cover do we need to find and provide?

o   How do we develop and use human right mechanisms to support this campaign?

o   What tools and technology can we use to support the campaign?

o   How does ILGA Oceania and ILGA World support their members and the campaign. What expectations do we expect from them?
